U.S. Wishes To Discuss A New Group...
The Splinter Cell Faction will be an intelligence gathering anti-terrorist group to fight for our nation's freedom before things get too rough. This faction will be controlled by Homeland Security, The Central Intelligence Agency and The National Security Association. The NSA will mainly be in charged of mission reports, and agents will be trained at highly classified CIA Training Camps for special ops missions. These Splinter Cells will be top secret agents and if they are ever caught by the enemy the NSA is to cancel the agent and any knowledge they may have of them. Voting will begin at CIA Headquarters if this faction should be allowed.

This really should be done by Congress (Select Committees on Intelligence) to ensure proper funding and oversight. Authority, regulations, and operating domestically or against US citizens would all be a concern. Even assuming Homeland Security takes the lead, CIA has regulations limiting certain activities, and I'm not sure the NSA (Agency, not Association) would really be focused on this.
I would want Congress to ask: 1. What is the exact mission of this group and why does it need to be seperate? 2. What regulations, authories, and bounds will be placed on this organization to ensure the preotection of freedoms for the public? Who does it report to and who is accountable? 3. How does this differ from normal CIA paramilitary or DoD special operations capability (even FBI Hostage Rescue Team) making this organization neccessary?

The Splinter Cell group is sent deep into enemy territory and are normally sent on highly classified missions but do not think of them as suicide missions. It is true that this group would have a hard falling in with the rest of our intelligence groups. But, the US does intend to link this group to Homeland Security, perhaps only them as an anti-terrorist group and maybe try to shovel out the areas that don't make sense. Maybe try to use them as spies and informants. You could say the people who are accountable for this group would be Homeland Security and pretty the US Government itself. The President and all the chief of staff would be informed of every mission these agents are sent to and also, all missions must be approved by the Joint Chiefs Of Staff and the Secretary Of Defense. This group is to stop wars, not make them and will not be used as a 'spy on our neighbors' thing. Citizens will be sure to know that this group is not to be used as a way to police the world, Splinter Cells are sent out on highly classified missions to investigate, spy and interrogate known terrorists. They are to collect, not steal, information on terrorist groups in their known countries. We may even use them to try and stop the Brotherhood Of Blake and try to discover their true meanings.
